The B.C. Automotive Recyclers (BCAR) have developed an integrated certification program designed to recycle hazardous materials from end-of-life vehicles (ELVs) and reduce vehicle abandonment, theft and fraud using a self-management approach. BCAR has accomplished this through the formation of partnerships with Environment Canada, Insurance Corporation of British Columbia (ICBC) and the Ministry of Environment.
In 1995, the Association, with the financial assistance of Environment Canada, the Insurance Corporation of B.C. (ICBC) and the Ministry of Environment began developing an effective and efficient environmental code of practice for hazardous materials.
In the wake of continuing government budget cuts, the Association developed a self-management system using third-party verification to certify recyclers to the environmental code of practice and formed the Automotive Recyclers Environmental Association (AREA) to manage the program. Under a provincial regulation, recyclers cannot process ELVs unless they are certified.
In addition, the program includes the reporting of vehicle identification numbers (VINs) of ELVs as a requirement of certification. The reporting of VINs will significantly reduce the incidence of vehicle abandonment, theft and fraud.
